Who Needs to Comply with Emiratisation in the UAE?
Private sector companies with 50 or more employees are generally required to achieve annual Emiratisation growth in skilled roles, in line with MOHRE targets. The headline target is a 2% annual increase in skilled-role Emiratisation, reviewed by MOHRE in two half-yearly checkpoints.
Selected private companies with 20 to 49 employees in specified sectors are also subject to Emiratisation requirements, including hiring at least one UAE national in 2024 and another in 2025, as per MOHRE’s announced framework.
What happens if you miss the target? Non-compliance can result in monthly financial contributions for each unfilled Emirati position, with amounts and enforcement rules set by MOHRE and subject to periodic updates. There can also be administrative restrictions, such as effects on company classification and work-permit services. Because the figures and rules change, employers should always verify the current requirements for their company size, sector, and MOHRE classification.
